State Duma proposes surveillance over gambling addicts

The State Duma is currently considering a bill that would ensure a certain form of surveillance and patronage over gambling addicts. The prospective bill states that if one’s engaging in excessive gambling routines brings one’s family to their knees financially, such a person may be partially deprived of their legal capacity. The only things these people would be allowed to do on their own would be small-scale grocery shopping or buying cigarettes. Buying some more costly items and getting hold of one’s pension or salary would have to be agreed upon by a special trustee. To apply for limiting a gambler’s capacity, one needs to go to court.
