Petr Sumin comes up with public security plan for 2009-2011
Before leaving on vacation, Governor of Chelyabinsk Region Petr Sumin came up with a public security action plan for 2009-2011. The spokesperson for the Governor reports the plan consists of eleven points, including improvements on militia’s physical infrastructure, dog service development, preventive measures, the Best Precinct Inspector contest, and motivation program for best employees.
The plan also provides for ongoing work in the field of socio-psychological rehabilitation for militiamen coming back from the North Caucasus. The ten-day rehabilitation programs have been available in the region’s health resorts since the year 2000. More than 2,000 people have been helped by doctors and psychologists within the framework of the program over the last eight years.
The region has been coordinating a special Arms program since 2000. This program gives the local population a chance to voluntarily hand in fire arms and combat weapons. Civilians have handed in five hand mortars, four machine-guns, 1,750 rifled and smoothbore weapon units and more than 300,000 matching cartridges, 980 gas spray guns, 480 bombshells, and over 300 kilograms of explosives. All the weaponry was destroyed.
As a matter of fact, all of the public security programs were financed through the regional budget.
