Chelyabinsk Region comes up with anti-crisis action plan

Governor of Chelyabinsk Region Petr Sumin signed a provision on the region’s anti-crisis action plan.

The spokesperson for the Governor reports the first part of the plan deals with measures targeted at supporting the economy’s real sector with nearly 2 billion RUR. This will include help to large, small, and medium enterprises as well as agriculture and light industry. To make sure they can keep a close eye on the situation and react promptly, the government created four working teams responsible for agriculture, construction and mortgages, large and medium enterprises and light industry, and small business and banks, headed by First Deputy Governor Andrei Kosilov, First Deputy Governor Vladimir Dyatlov, Minister for Industry Evgeniy Teftelev, and Minister for Economic Development Elena Murzina, respectively.

A whole set of measures is meant to support the construction and mortgage lending in the region. For one, South Ural Mortgage and Housing Construction Corporation’s authorized capital has been raised by 500 million RUR. Another 500 million will be allocated from the regional budget to finance the relocation of people living in dilapidated dwellings and 400 million RUR will be spent on subsidizing young families and civil servants so that they could buy a place.

The Construction Ministry is now responsible for stricter control over meeting the housing construction deadlines and sales of apartments in unfinished buildings. The ministry is also supposed to help the developers cut down on the infrastructure connection expenses. They will also place an application with the Russian Federation Ministry of Regional Development regarding the having some apartment buildings repaired in 2009 rather than a year later, which will provide builders with jobs.

The Governor also decided that almost 9 billion RUR should be allocated from the region’s budget to implement large-scale infrastructure development projects. This means the federal cardiovascular surgery center, the equestrian sports facility, and the positron emission tomography complex will be finished in Chelyabinsk. Another positron emission tomography center is to be set up in Magnitogorsk, with 600 million RUR reserved for this in the region’s budget. Some money will be allotted for the subway in Chelyabinsk and for the highway construction. As far as dealing with the unemployment is concerned, training and retraining courses will be provided.

Governor Petr Sumin asked the heads of municipalities to set up their own teams responsible for taking anti-crisis steps by November 20, 2008.
